You can create linear dimensions to indicate the length of an object.

Linear dimensions can be horizontal,

vertical or aligned with an object.

And you can control the layer on which the dimension is created

on the home ribbon in the layers panel note that layer zero is the current layer.

When you expand the layer drop down,

you can see that the drawing already includes a layer called dimension.

Someone else already created this layer and assigned it. The color cyan

dimensions are created using the current dimension style

on the annotate ribbon.

you can see that annotative is the current dimension style.

You could expand this drop down and choose a different style or create a new style
